The license manager host itself was reachable, but not the port that the MATLAB license process should be running on. The license manager would have attempted to start the MATLAB license process but it either failed to do so or the port needed for it was already in use.
Another possibility is that your license file indicates that your host itself is the license server, but the license server process could not be started on your machine.
