If a business were to buy a basic matlab perpetual license [$2150], how many downloads/computers would that business be allowed to give their employees. Could 10 employees have access to the software during a work day?

As Mario Malic recommended, you should contact the Sales department. You can contact Sales using the telephone icon in the upper-right corner of this page. You can describe what you want to achieve with our products and Sales can work with you to determine which license type (and which products) best suit your specific needs.

I have tried talking with sales and they always insist on a phone call. For documentation purposes I would like to use email. So, I figured I would just try asking through the forum.

The number of downloads is not limited in any way that has come to my attention. It is plausible that security software might be in place that would notice if you were doing hundreds of simultaneous downloads.
But downloads is not the relevant factor. The price mentioned is for a single unshared MATLAB license. Only one person could use that license. That kind of license could be transferred to another user at most four times in one year.
Mathworks has other license types available.
  • Dedicated Host license can be used by any one person at a time who is pretty much physically sitting in front of a particular computer
  • "floating" network licenses are available that can be used by one person at a time
In my experience if you have ten users who occasionally need access to MATLAB but not consistently, then having just one floating license is typically not enough in practical terms. It bottlenecks activities on the idea that people are going to consistently quit MATLAB when they get pulled into a phone call or meeting, or involved in answering an email, and so on.
As the systems administrator who ended up being responsible for running around physically locating the person who had the license locked, and interrupting their meeting to ask if it was okay to end their MATLAB session, I have to recommend against this this approach of having a lot fewer licenses than people using the license. Even just for quite casual and occasional MATLAB use, if you have 10 users I would recommend at least three simultaneous licenses; more if there is active use.
Group licenses (typically 6+ individual licenses) were more cost effective than floating licenses in our experience.
