Find the smallest value in array, which is the maximum of its row and column.
Example: in array shown below are two numbers which are max in their rows and columns, 16 and 15. 15 is smaller, so it should be on the output.
<16> 2 3 13 5 11 10 8 9 7 6 12 4 14 <15> 1
