Your description of the GEI isn't accurate enough to enable someone to write the Matlab code. (For example, the equation you give doesn't specify how to form the average.) To help you, I'd have to Google the original paper and understand it. Perhaps if you could define the process more exactly, and show where your own code goes wrong, someone could help.
