Visit https://www.mathworks.com/mwaccount/?s_tid=user_nav_myac . Click on the license number that you wish to activate. In the page that comes up, click on Install and Activate.

If you have Activations remaining, click on Activate a Computer; if you do not have Activations remaining, the page will tell you that you need to deactivate some systems first. Caution: there is a limit on the number of reeactivations that you can do in a year!

After clicking on Activate a Computer, you will be brought to a form "Manually Activate Software on a Computer" . Fill out the form to generate an activation key.

This all assumes that you have already licensed MATLAB R0218b or later and have registered the license against your MATLAB Central account.
