How do you get Image Acquisition to recognize the 2 web cams on Surface Pro 3

I just installed Image Acquisition Toolbox and tried to connect to cameras using Image Acquisition Tool and then imaqhwinfo. Neither found any image acquisition hardware.

You need to download Image Acquisition support packages to use your cameras with the toolbox.
See this link.
For the webcam on your Surface Pro, try the "OS Generic" or the "Webcam" support package.
