MWComUtil.dll registration

I builded an Excel Add-in and the .bas code doesn't work because the MWConUtil was installed but not registered into the Windows 7 registry from the MCR installation. As suggested from registering tools, manually registration was ok using the /useronly option.
Please, could you tell me why? Thanks in advance, Gian Luca
