Image processing: Create custom filter

Hello,

I would like to create a custom 2D-filter, in order to process an image, as fspecial does, but for a custom function (which is not contained in the "predefined function" list). Is it possible?

Actually, I would like to apply imadjust to a (let's say) 21x21 window around each pixel of a grayscale image, in order to modify the value of the central pixel, and thus enhance the contrast of the whole image, but locally and continuously (is that clear?).
