How can i using Discrete Genetic algorithm ?

hello everyone ... my problem is : i have this matrix that shown in attached picture , how can i solve this problem in genetic algorithm , such that finally i want the index that has ( lower value from function1 , higher value from function2 and lower value from function3) simultaneously. for example index 5. please i want the code that suitable for this problem .. please help me..

This problem has nothing to do with a genetic algorithm. Decide what you mean by this confusing explanation. Then just write a simple loop to identify the index of you choice. Even if you could code it as a genetic algorithm, it would be WILDLY inefficient compared to a simple loop.
