Is it possible to create a MEX file from C code outside of Matlab?

I know how to do it within Matlab. Is there a way to turn a dot-c file into a MEX file (64 bit) through some other method not involving Matlab?

You can compile the mex routine from outside of MATLAB (e.g., from within Visual Studio), but you will still need the MATLAB libraries to link with.
