How to distribute the data having X and Y address into direction/side

We can extract geographical data (15*25*32) at different elevation with the help of elevation polygon, but how we can distribute the geographical data to different direction/side (i.e. southern/ northern/easter side etc) when we have not any polygon of direction? or, How we can distribute the precipitation data on digital elevation model with respect to elevation and direction?
