The new "axes toolbar" in R2018b doesn't appear when I hover over my plots.

I installed R2018b and was disconcerted when the zoom functions disappeared from my plots. After searching on the internet I found out about the new axes toolbar. Problem is that the new axes toolbar does not appear when I hover over my plots. I renamed my startup.m and restarted Matlab in case that was causing it, but no joy.

Can anyone think of why this happens? I think it is actually there, just invisible. When the mouse hovers up there I sometimes see a pop-up.
