Ctrl+Enter running the entire program

When I try to run a particular cell of my progeam using the shortcut Ctrl+Enter, it is running the entire program. How do I solve this issue?

YOu should use %% this at the start and at the end to run a section.

I like to make an outline of my code, so there are incomplete variables in the sections I have not gotten to yet. The issue happens when I just want to run the top of my code but there is an error below that block. I've resorted to using %{ and %}.

It would be great if the %% section mechanism worked so I could test sections as I finish them. Is it a setting?
