How to Make this Plot?

I am currently working on my Bachelor Final Project and I need help how to make this kind of plot. Any kind of help is appreciated, thanks!

1. You can plot the region/ polygon use plot. You should be having these coordinates of lat, lon in shape file.
2. You can show up the gray squares inside the region using pcolor and colormap.
3. You can display the numbers using text.
