how to separate an image into several areas according to some reference points in it?

Dear all I have a face image with some certain points in it(the irises and middle point of the mouth). I want to separate it into several areas for example 20 of 13*13 patches according to these three points as reference points.something like determining 20 ROIs in a face image.
If anyone can give me a hand about this?
