After the Answers Update on 9/18/2013, why does the Answer box look weird?

Now that I can upload images (!!!), why does the answer box expand over some buttons (or similar)?

Please clear out your temporary internet files in IE:

1. Internet Options
2. General tab
3. Delete... button under Browsing History
4. Check (only) Temporary files and uncheck "Preserve favorites..." and everything else
