Simulink Compiler for Windows 8.1

Hi. I use Matlab 2013a on Windows 8.1, 64-bit. Now I am using Simulink, when I run a Simulink file, it gives me an error and in the main window, the following message:

No supported SDK or compiler was found on this computer. For a list of supported compilers, see http://www.mathworks.com/support/compilers/R2013a/win64.html

I check this link, and downloading the SDK compiler, but it gives me an error and setup can't be completed.
