MF624 Voltage supply, always there or shut it on or off?

Does the HUMUSOFT MF624 board always supply +5V, +12V, -12V on the corresponding Pins, or do I have to somehow switch it on and off.
When I have to computer on, I just measure 0 V between the GND and +5V, +12V, -12V.
