Error vector used in vector quantization

I was going through existing vector quantization algorithms and I stumbled upon Kekre's Error Vector Rotation algorithm. I have a question regarding 'error vector' which is added and subtracted from the codeword. What is the wisdom behind the use of 'error vector'?
