If your installation runs on WIndows, please check whether you have adminstrator right or not.
On the other hand, you may refer here for details.

在运行matlab安装程序之前，请关闭杀毒软件，特别是360；然后点击安装包安装时，请右键以管理员方式运行。

Before running matlab installer, please turn off anti-virus software, especially 360; Then click install package to install, please right-click to run in administrator mode.
