I don't know but doing what it says in the FAQ will probably solve it:

Why does the software fail to respond when clicking the software icon?
This happens many times. Double clicking the matlab icon does not respond, and the software cannot be opened. Only after the computer is restarted can it be normally opened again. What is the reason? How to solve it?
