Power Spectral Density units

Hello,

I'm confused with  y axis units of Power Spectral Density show up as Power/frequency (dB/Hz), but in some papers, the authors always use Power (dB) as the y axis units. I would like to clarify their differences. 
Any advice would be appreciated.
