Yes.
It is inefficient to do this for inputs; you should instead read the data once before the pso() call and use function parameterization
For outputs, it is rare for it to be useful to write files during evaluation of the objective function. The objective function will typically get called thousands of times, and writing a file each time would not be efficient... and it is not often useful to keep a record of where it visited.
Unless perhaps you meant "outputs" in the sense that you are using PSO to do curve-fitting ? If so then pass in the target values using function parameterization already mentioned.
