Figure Toolbar is flickering

When I plot a figure, the toolbar visibility is constantly flickering on and off when I move my mouse around, making it very difficult to click anything. I took a video but am unsure how to share it in this question. This is a relatively recent issue, I have been using 2023b for a while now and I only noticed this happening today. Does this seem like a bug in MATLAB or would you suspect this has more to do with my system graphics settings? Have you come across this issue before? Thank you in advance for any help.

Hi Lowell,
It is the expected behaviour of toolbar, it becomes visible when you hover over the axes of the figure else it disappears.

I tried reproducing the issue in R2023b but it is behaving normally. Can you please share the reproduction steps of the issue you are facing?

Unfortunately there isn't a clear pattern of when this issue is occurring. It appeared seemingly out of nowhere. I was trying to fix a different issue I was having with vector graphics and ran set(gcf, 'Renderer', 'painters'), and now it isn't flickering anymore so I suppose I'll close the issue.
