MCR 7.9 corresponds to MATLAB R2009b . In that time, MCR was not made available for public download. You need to have MATLAB Compiler for R2009b and use the MCR from it, or you need to obtain MCR 7.9 from the person who compiled the executable you are using. We as volunteers cannot make it available to you even if we had it, as that would be against the Terms of Use. Mathworks could possibly make it available to you, in theory, but their policy is not to.
What you can do is purchase a current MATLAB and MATLAB Compiler release, which will require either an Academic or Professional / Commercial license; total cost for the two is about $US6500 if I recall correctly. Once you have an up-to-date version of MATLAB Compiler, that authorizes you to download and use all previous versions, and so would allow you to download the R2009b version of MATLAB Compiler; you could then use MCR 7.9 from that.
