How much does a MatLab Compiler cost?

First how much does a compiler cost? Second can I use the compiler with my student version ML? Third why must a person request for a quote for the price of the compiler?

You might want to try contacting your school to see if they have school wide license which could have MATLAB Compiler.

School-wide licenses cannot provide a MATLAB Compiler license for Student Version, as Student Version is not able to run MATLAB Compiler.
Universities can have campus Academic licenses, but those are for faculty and staff (and contractors), not for Students.

Matlab Compiler is only available in Professional and Academic version with a very high price. Thus for a student or a hobby user, it is very hard to share the developed program with others who do not have Matlab. This is a rare and serious limitation compared with other mainstream programming language or developing environment. For this reason, I strongly suggest you to consider to use Octave or Python (e.g. Numpy or Scipy) which is free and easy to use.

Going by memory, MATLAB Compiler is roughly $US4800 for the Commercial / Professional version. I do not know what the Academic prices are. MATLAB Compiler is not available for Student Version or Home licenses.
The why of MATLAB sales policies is beyond the knowledge of the volunteers who are the ones who answer questions here. You would need to ask your Mathworks Sales person.

That price just gave me a shock. I'm just a poor student who wants to test out my own stand alone software. :( No chance for me then.

The price is very high - possibly their most expensive toolbox. For items that expensive, we commercial customers need a price quote so that we can submit it with a purchase order to our purchasing department. It's just too expensive to put on a company credit card like if we were buying a cheap flash drive or something. So we need a price quote so the purchase order can be sent through the system.

MATLAB Coder is their most expensive toolbox, roughly $US6500 I think it was.
Kah Joon Yong, as a student you might be able to get one of the staff or faculty to compile the code for you using an Academic license.
Note: there are some devices such as Raspberry Pi, and Arduino, where it is not necessary to have either the Compiler or Coder license to generate code for the device.

Thanks Image Analyst. Now I understand the seriousness in this toolbox. Sad news actually. That means hobby customers can't use this toolbox.

Yes, you could try Octave or Numpy which you can get the compiler functionality free of charge.

However "researcher" plausibly has access to academic licenses including Compiler for a rate much lower than I indicated above. Rates for academic institutions vary a fair bit as they often negotiate bulk purchases.
It is true that not all researchers are eligible for academic prices; I was not when I worked in government research.
