Would you lie to retry downloading 3p/icu_win64_1438296709.enc? If you press No, the installer will exit whithout completing the installation."

To press Yes the error continue.

I desactivated antivirus and firewall.

What happened when you let the installer try to re-download that particular file?

Remain the same. It shows the same message.

That can happen if your antivirus program interferes with the downloading. This has been a particular problem with Kasporov Anti-Virus.
