Blockiness in a raw video

I have a paper calculating blockinesss in a raw video, My question is does blockiness exits in a raw video? because I have read it occurs after encoding using DCT and decoding it using some codec.

Blockiness does occur in raw video, even in "high resolution".
Consider the "stair-case effect".
A sensor pixel is always a particular value for the entire pixel, so edges and curves can get "spread out" in blocky ways.
