GUI Question: Have a pop-up dialog which has license agreement with a scroll bar? Accept/Decline pushbuttons. Decline to quit GUI

Looking to create a popup dialog box with 'Accept' and 'Decline' pushbuttons. Accept proceeds with GUI application, Decline quits the GUI application.
I also want the 'text field' to have a scroll bar so users can scroll up and down.
I also want this window to be of a certain size (small size).
Is this possible?
