Why do I receive MathWorks Licensing Error 68?

Why do I receive the following error:

MathWorks Licensing Error 68. Borrowing is not enabled for <PRODUCTNAME>. Contact your license administrator to get a license file with borrowing enabled

This error can occur when borrowing is attempted using a license that is not borrow enabled.

Be sure the license.dat on the license server has license borrowing enabled, and the client either has a SERVER USE_SERVER type network.lic license file.
