How should MATLAB with Student Use license be cited?

I am writing up my dissertation and trying to figure out how to cite MATLAB with a Student Use license. I reference it when writing about developing my data processing and analysis code. Any recommendations?

I do not think there is a need to distinguish your citation between the Student Version and a professional version.
What in general do you want to cite? Links the the documentation? This should always be fine.

I am writing a conference paper for IEEE. Do I need to mention the license in that paper?

I have never seen requirements like that. Everybody will assume you just have the right license type. There might be other software with very different capabilities for full and student licenses and from the technical point of view it can be relevant then, but MATLAB's Student version is only marginally different to the professional version.
You might consider listing the toolboxes you have uses, so that readers who want to repeat your code not run into issues.
