Peaks finding and conforming with time based power values comparison at threshold level 25% of decrements

hi, I have plot which has mag vs time values from output of CWTft (continuous wavelet fourier transform) recorded signal computed using cwtft function the oput put on y axis is squared freq values with time reff
I want to find the peaks in plot when it exceeds the threshold of 0.40 y axis and consider it as a peak signal within the 100-150m sec
as of i know 'findpeak' will help me to get the peak values and take a power values at +-58m sec from peak point (start end peak values) compare it with the threshold-25% , if the start and end points are decrement by the 25% of Threshold , consider it as a peak signal , How to implement this method ?
