Is Simulink Verification and Validation necessary to link and edit Requirements to my Stateflow model?

I am using Stateflow to create a model out of Requirements which are saved in DOORS data. When I try linking them with Requirements Traceability, the option is grayed out. Searching for a reason for this I found out that my Matlab does not have Simulink Verification and Validation, which seems to be important for organizing Requirements. Do I need this tool box to link Stateflow with DOORS?

This documentation seems to suggest so. Looks like Simulink Verification and Validation is required to add/edit links through an RMI however not required to view/navigate it.

Simulink Requirements™ license should be sufficient. See:
