Simulink debounce example with simple blocks

I'm trying to implement the debounce example in simulink without using stateflow and just using simple simulink blocks. I can detect if the noisy signal retains its positive/negative value for 0.1 secs using integrators as counters (as in the picture) But i am struggling with detecting, if the signal fluctuates around 0 for 0.3s. How can i achieve this?
