Wavelet Neural Network Time series forecasting

Hi all, I try to forecast a river discharge using wavelet neural network. Some people used wavelet function as activation function on their studies. On the other hand, some people used wavelet transform (discrete or continuous) to data and they used transformed data as input in ANN. Firstly, What is the difference and which one is better way. Secondly, How can i create wavelet Neural Network. is there anybody who has wavelet neural network code. I am so confused and i cant get wavelet neural network. please some help. Thx.
