Figure out fuel flow rate and angular speed from your equations. Then use plot():

fuelFlowRate = ....... % Q
angularSpeed = .....   % Omega
plot(angularSpeed, fuelFlowRate, 'b*-', 'LineWidth', 2);
xlabel('Angular Speed', 'FontSize', 20);
ylabel('Fuel Flow Rate, 'FontSize', 20);
title('Fuel Flow Rate vs. Angular Speed', 'FontSize', 20);
grid on;

I'm not sure what question 2 is. The task labeled 2 (i.e., plot Q vs omega) seems to refer to some other 2, which is weird - I don't see the #2 that is is referring to.
