Colorbar design from log negative to positive

I have a 2D matrix and the value vary exponentially between negative to positive. I want to design a colorbar that looks like below. Does anyone have idea about how to implement it. The interesting thing is that it is in log scale but the absolute minimal must be somehow truncated above 0.0001 (which is pratically green color in jet colormap).
