For things like this often the easiest way is to configure DHCP on the link and ensure that the device is assigned a constant IP address. This is something that is relatively simple to do with Unix systems, but finding the right information for Windows can be a nuisance.
One step is to configure the ethernet (or Wifi) link for network sharing; that turns on DHCP serving for the network. Hints about proceeding after that are at
