Unable to Install or unistall Matlab Runtime V7.1

Guys, I intend to install an application that requires Matlab runtime V 7.1. Another user did not install the runtime correctly and now i am having issues unistalling or installing 7.1. Every time i try to install, i get two options-repair or remove. When i try to repair the installation= the account exists. When i try to remove= cannot remove MCR files. If I try to install the app requiring matlab 7.1, it says Matlab 7.1 runtime not installed. Matlab Runtime 7.15 installs perfectly fine. But my app needs 7.1 Tried deleting the entire matlab folder-didnt work. Removed the registry entries corresponding to matlab- still unable to install or uninstall.

Last thing left for me is to clean wipe windows and install which i am reluctant.

Any suggestion guys?
