How does the MATLAB Web App Server user limit work?

I found this in the documentation for the MATLAB web app server:

- The server limits the number of MATLAB Compiler™ licensed users who can upload and run web apps to 10.

I have a few questions: 1) What exactly is limited, the number of people who are allowed to compile CTF files? 2) How is this tracked and is it possible to change that list (e.g. if someone retires)? 3) Does it matter if the compiler is a concurrent or named user licenses?; and 4) Is this a per-deployment limit, or a global limit (linked to the license)?
