license checkout failed? license error manager 97 ?

I am trying to install matlab r2018b at azure server but i received that error :cannot start check that the specified ports in the license file are not already in use restarting your machine may clear the ports

the license.dat have the first two following lines:

DAEMON MLM "C:\Program Files\MATLAB\R2018b\etc\win64\mlm.exe"

SERVER host ANY

and the network.lic have the following lines:

SERVER ahmed ANY

USE_SERVER

How can I solve this problem, any help?

An error 97 can also be caused by not having a C: drive https://www.mathworks.com/matlabcentral/answers/92414-why-did-i-receive-the-error-can-t-make-directory-c-flexlm-in-my-flexlm-log-file but that is not likely for your situation.

The SERVER line in your license.dat file needs to contain the port number and would normally contain the hostid rather than ANY . Without the TCP port number, 27000 would probably be used instead of 17000 .
