I don't understand what the axes( __ ) signature mean on the Axes() description page. Does it say that every overloaded Axes() call returns the axes object created?

That construction returns the handle of the axes object. The handle allows you to change the accessible properties of the object it refers to, or to refer to them, here the axes object.
The ‘axes(_)’ means that it refers to any of the previously-mentioned arguments to the function.
