I want to use tf and rlocus and it says: tf requires Control System Toolbox.
Update: I use matlab android app. It connects to cloud. I sign in with an email and password but I dont have lisence for this account. Many things are working like 2+3 or tf2ss but not Control System Toolbox

MATLAB Cloud is not intended to be accessible without a licence as far as I know.

You will have access to whatever toolboxes are on your license. If you do not have a license, you will only be able to use base MATLAB and the Symbolic Math Toolbox.
For more information, visit the MATLAB Mobile page.

If your license permits you to have access to a toolbox, and the toolbox is available for MATLAB Online, then MATLAB Online will automatically give you access to the toolbox, without you having to install anything.
MATLAB Mobile accesses MATLAB Online, so the same thing applies.
Note: if you just purchased a new license, then there might be a delay before your MATLAB Online access is updated
