Matlab freeze during intitializing...

I have a problem during the start of matlab (2018a on Windows 10). I get the ful Matlab windows with editor etc. The problem is that it stays in Initializing...mode and the CPU consumes 25% continuously.
I already tried all the recommended things but without success (http://www.mathworks.com/matlabcentral/answers/92566-why-does-matlab-get-stuck-in-the-initializing-or-busy-state-or-take-a-long-time-to-start), so it is not a license thing or so.
Apparently I am trapped in a mode where matlab cannot execute a .m file anymore. But I can still open a new mfile and edit it and save it, but I cannot run it. When I write into the Command window, e.g. a=1, the status changes from Initializing... to Busy...and the CPU is still on 25% and it stays there forever.

That answer is missing a step 7: contact Technical Support using the telephone icon in the upper-right corner of this page and work with the Support staff to determine the cause of this problem and how to correct it. Let the Support staff know in your initial message that you've tried the steps in that answer and what happened at each step. [They may ask for information from one or more of those steps, like the timing log from step 6.]
