how can i set random number generation limit?

how can i set the limit for the data collection for New_cp should be the between 0.1 to 0.59?

Surely no one here knows what cp is or what kind of limit you're trying to set (axis limit? fitting bounds? random number generation limits? temporal limits?). Incomplete information and ill defined quesitons will surely reduce the chances of getting a meaningfull response.

Completely unrelated, naming a variable size is an extremely bad idea as it will prevent you from using the function with the same name.
