Maximum matrix limit.

My name is Kaivlya. 

I am stuck with the question to figure out the maximum possible limit of the MATLAB can have.

For example: With 17 rows and 4 columns, I am getting the answer of more than 30 millions combination.

I would like to figure out that with 4 columns, how many rows can be possible to meet the highest possible combination value in MATLAB (~1.6 billions)?

And how can I figure out it? Any way or suggestion would be really helpful.
