For qualified MacOS and Windows versions, R2020a and later releases will inherit system proxy server settings. For qualified Linux distributions, R2021b and later releases will inherit the system proxy settings via the "https_proxy/HTTPS_PROXY" environment variables.
User proxy settings are not supported by the MathWorks product installer.
Note that the installer only supports system proxy settings for connectivity. If you need to connect to webservices from within MATLAB (for example, using APIs that require authentication or more advanced proxy/authentication setups), see the Server Authentication Documentation for details on what is supported in the MATLAB environment.
Alternatively you can perform an offline installation by following the instructions contained in the article below:
How can I install MATLAB or other MathWorks products on an offline machine?

A couple of days ago the support article about ISO downloads implied that as of R2020b it is now possible for all users to download the ISO. The wording was, though, partly contradictory, so the message was not entirely clear.
