two questions about soft decision for Viterbi Decoder

Hi,

the parameter "Number of soft decision bits" in Viterbi Decoder can be set to 1. Does this equal to hard decision?

Are there any blocks which can be used to provide 3 bits for soft decision with Viterbi Decoder?
