Simulation does not behave as expected.

Dear Sir or Madam,
In our project we imported a Ball on Plate system from a CAD model. We use Simscape Multibody for simulation.
Unfortunately a motor does not move at all, although there is a torque. No matter how large the torque is, it does not move.
With the other motor, the exact opposite is the case. The motor moves without torque.
We changed the control of the motors from angle to torque to solve another problem.

I suspect that we have some kind of setting in the joints wrong.
What would be obvious to check?
The model is attached as a zip file.
The final goal is to adjust the angle of the motor using a slider. The slider is set to the desired angle subtracted from the current angle of the plate. The output of the controller to the motor should be the required torque.
The command variable of the controller should come in the last step from another controller. This controller again ensures the desired ball position on the plate.
