how we can assign a cell array as first row of another cell array in loop and how we can acces the data?

Try this:

    another_cell_array  = cell( 3, 1 );
    my_cell_array       = {'my','cell','array'};

    another_cell_array{1,1} = my_cell_array;

    ca1 = another_cell_array{1,1}
    str = another_cell_array{1,1}{1,2}

returns

    ca1 = 
        'my'    'cell'    'array'
    str =
    cell
